Are bees allowed?  No, as honey bees are considered a Bothersome Animal per definition below.

If a nuisance was called: A resident would have a valid complaint against honey bees at a nieghboring property regardless of colony behavior per definition below.

Chapter 6.12 – BOTHERSOME AND VICIOUS ANIMALS 6.12.010 – Bothersome animals.

It is a misdemeanor to keep within the city such bothersome animals as barking dogs, bees, cattle, horses, swine, and sheep which tend to disrupt the peace and good order of the community.
